Feds Say Rockland Man Trafficked Child Pornography, Including Images Of Infants Being Sexually Abused

ROCKLAND COUNTY, NY — Federal prosecutors have accused a New York man of trafficking in misery, sharing images of the sexual abuse of Hudson Valley children.
U.S. Attorney for the Southern District of New York, Jay Clayton, and Assistant Director in Charge of the New York Field Office of the FBI, James C. Barnacle, Jr., have announced the unsealing of a complaint charging 35-year-old Carlos Noel, of New City, with receiving and distributing child pornography, as well as possessing child pornography.
Noel was arrested on Tuesday and presented before in White Plains federal court on Wednesday.

He faces five to 20 years in prison for the charge of receipt and distribution of child pornography; and up to 20 years in prison for the possession of child pornography charge.
"As alleged, Carlos Noel exchanged approximately 100 videos of child pornography online, many involving infants and prepubescent minors, and discussed sexually abusing another individual's one-year-old niece," Clayton said. "Every New Yorker and every American loathes the exploitation of children. Together with our partners, we will deploy every resource to relentlessly get sexual predators off our streets and bring to justice those who prey on our children."

According to the complaint, Noel used Twitter and Telegram to trade videos of child pornography, many involving infants and prepubescent minors. He went by the Twitter name "XavierThotAli" and the Telegram name "xavierthotal1 (X Games)," according to investigators. Noel traded child pornography with the Telegram user "L33YA1," who filmed herself sexually abusing her one-year-old niece, according to the DOJ.
"Carlos Noel allegedly exchanged sexually explicit images and videos, often featuring infants, with other online users as if they were nothing more than trading cards," Barnacle, Jr. said. "The FBI Safe Street's Task Force is dedicated to eliminating sexual predators who abuse those who can't protect themselves."
During their exchange of messages, NOEL and L33YA1 discussed their mutual interest in sexually explicit images of minors and further sexually abusing L33YA1's one-year-old niece, according to the charges.
Law enforcement believes Noel may have other victims. Anyone who is a victim of Noel or has any information concerning Noel, is being asked to call 1-800-CALL-FBI (1-800-225-5324) or report a tip online.
Clayton thanked the work of the FBI Westchester Safe Streets Task Force. He also thanked FBI Philadelphia for their assistance.
The case is being handled by the Office's White Plains division, with Assistant U.S. Attorney Shaun E. Werbelow in charge of the prosecution.
