Rockland to Start Foreclosure Proceedings on Monsey Property Meant for Community Center
Community Outreach Center was given $800,000 in public funds in 2008 and nothing has been built, said County Executive Ed Day.
NEW CITY, NY — Rockland County is starting action against the owners of 11 Remsen Ave. in Ramapo.
According to County Executive Ed Day, an entity called Community Outreach Center was given $800,000 in public funds in 2008 to build a community center at the Remsen Avenue address in Monsey. That amount included a $300,000 loan that was supposed to be repaid beginning in 2009.
To date, no payments have been made. After eight years and $800,000 there is still no community center on the site, Day said. Rockland intends to file for foreclosure.

It's one of five moves he announced Tuesday to deal with trouble in the county's Community Development Office, which administers federal block grant money.

According to the Mortgage and Note that were filed and recorded with the Rockland County Clerk's Office on December 10/14/2008, Community Outreach Center, Inc. is a New York State Not-for-Profit, and its executive director was Rabbi Jacob Horowitz.
