Rockland Keeps Employees' Addresses Private

Ed Day signed Executive Order 6 of 2018 with Rockland County CSEA Local 844 President Chris Vogel in his office in New City. County Executive Day said, “it is extremely important to protect the privacy and safety of our public employees. This Executive Order clearly shows the steps we are taking here in Rockland to formalize what has for years been our unwritten policy, guaranteeing the privacy of our hard-working employees.”

In Janus v. AFSCME, the Supreme Court declared that employees that are not enrolled in a public-sector union cannot be required to pay agency fees to a union. CSEA Local 844 expressed concern that efforts would be made to identify home addresses and personal information of unionized workers, in an effort to send communications seeking to persuade union employees to opt out of public-sector union membership.

It has been the longstanding unwritten policy of Rockland County that, to the extent permitted by law, employee’s personal information, including home addresses or other contact information, as well as other personal matter in County records, remain confidential, to respect and preserve our employees’ privacy and safety.

Executive Order 6 of 2018 formalizes this long standing policy stating, “With respect to the Executive Branch of County government, no agency, including any officer or employee in the course of official conduct or employment shall disclose an address, or other information, including but not limited to personal e-mail addresses, social media contacts, etc.”
