NEW ROCHELLE, NY — A new city clerk was appointed in New Rochelle. City Manager Charles B. Strome III announced Thursday the appointment of Michelle Oliveros to the position. She succeeds Omar Small, who resigned from the city after a 15-year tenure to serve as village administrator in Pelham.
