Public Hearing: 2021 New Roc Downtown Overlay Zone Amendment

New Rochelle to Hold Public Hearing on Creating New Waterfront Zone in City's East End designed to connect Main Street to Downtown

The Council of the City of New Rochelle, New York, will hold a Public Hearing to receive public comments on the Supplemental Draft Generic Environmental Impact Statement (SDGEIS) on Tuesday, July 13, 2021, at 7:00 P.M. at City Hall.

The SDGEIS proposes to amend the DOZ standards and the existing DOZ map by including a seventh overlay zone, Waterfront Overlay Zone (DO-7). While the city promises additional green space and waterfront access with this new, Downtown Overlay-7 Zone, the SDGEIS also calls for 700 new residential units and is designed to “connect” to the city’s ongoing, transit-oriented downtown development. The new zone is also designed to potentially allow for buildings up to 95-feet or eight stories (see image). This new Waterfront district is adjacent to Homestead Park in the East End.

Per Appendix A-1 RAP Addendum: “This district will focus on connecting the waterfront to the downtown, providing a publicly accessible waterfront, and integrating new options for residential and commercial uses designed to integrate the outdoors in proximity to public open space.”
