New York State took a stand in implementing $15.00 minimum wage increases for working families. Some Companies have taken a step further offering hiring incentives for skilled labor forces-but NYS still hasn't enacted Implementation Procedures or Awarded Retroactive Earnings where NYS as the Employer "acknowledged" their own wrong doing.

Maryann Maltese, a Tenured Communications Legislative Staff Member who also stepped in and was asked to be several Member's Chief of Staff; has not received her due Earnings for work performance successful completion. My years of service 1994-2013 with New York State; are without question exceptional work performance "already completed"; and as the Governor Cuomo himself-acknowledged that NYS as the Employer-played into the wrong doing of providing Women Staff with Inadequate Employment Contracts-has not yet-issued my former Earnings. This is an entitlement aspect because I already provided Employment Services for New York State and did not receive adequate earnings-why NYS as the Employer believes State Civil Servants (Staff) can wait 7 years for their outstanding earnings-is borderline criminal at this point. Male staff Members for NYS-in Employment History have not needed to wait 7 years for employment earnings already provided-this is why the Maltese Equality of Earnings Law signed this year because not only will it give me my retroactive employment earnings-but finally give Women as Members of the Employment Work Force within New York State; EQUALITY.

The 19th Amendment Protections have not been implemented within New York State. This is the reality and COVID 19 Pandemic State of Emergency doesn't have permission to bystand Women's Rights of Employment Earnings. It's wonderful that private corporations are taking the lead within their own HRA's to offer Employees sound wages with sign on bonus while workers are doing a great job managing new CDC and NYSDOH rules and regulations. But all I have heard from Governor Andrew Cuomo-"is it's not the right time (that's the answer for the last 7 years!) and /or these are extraordinary times we're living in"-yes; but so was AID-HIV State of Emergency, H1N1, Hurricane Sandy, 9-11 Aftermath... I never conceded as a Tenured State Staff Member-nor did I bail ship during my public service; and as New York State was my Employer; then NYS has an obligation to follow through on issuance of my retroactive employment earnings. This is the reason the Maltese Equality of Earnings Law Signed before the end of 2020. There is no good reason not too now (NOW-New Opportunities for Women).

The passage of the Maltese Equality of Earnings Law will provide Women of New York State with the Statutory Laws we need NOW," said Maryann.
