Maltese supports continuation of Unemployment UIB-CARES ACT

Maryann Maltese, candidate for NYS Assembly supports the continuation of the Unemployment Benefits through the CARES ACT which was implemented for those of us not earning a living from March-July 31st, 2020-non-essential workforce. We were mandated to not work and not gather-so once trying to balance the budget on our backs is not the answer; said Maryann Maltese. Additionally, Maltese encourages those who received partial Cares Act UIB benefits to ask or submit an Appeal to be considered for maximum UIB benefits through NYS Department of Labor asap for the time March-July 31, 2020-if one has not been approved for maximum UIB Cares Act Benefits.

Ending the Unemployment Benefits eligibility requirements for those independent proprietors or those of us not earning a living due to Pandemic, or taking care of loved ones home, or being required to Quarantined for 14 or more days is a mistake. It's been difficult for many who have been approved for Unemployment Benefits to receive the full $600.00 earmarked dollar amount stated within the Federal Cares Act. Instead, NYS Department of Labor is utilizing a sliding scale basis determine unemployment percentage of benefits vs. issuing the full $600.00 weekly benefit. It's caused a lot of confusion and frustration for residents of the 12th NYS Assembly District. Many of us who are eligible and applied; and rightfully so- were informed or led to believe that we are eligible for the maximum $600.00 Cares Act Benefit and we have not received maximum compensation for that time period. "Thus-creating necessary requests for those of us approved to seek NYS Department of Labor appeals-before we even received the these Cares Act Unemployment Benefits", said Maryann Maltese. That is unacceptable-because NYS Department of Labor agency staffers are working remotely trying their best to process applications and as recipients-several who expected to receive $600 maximum benefit- have not.

In reading how one may be eligible for the Cares Unemployment Benefits under the Federal Cares Act- sliding scale measures are the precedent factor in determining a percentage of lost wages instead of full issuance of the $600 stated UIB benefit. This explanation today within the Media just reenforces that families can not wait to listen to more political rhetoric while they are cash strapped, said Maryann Maltese, NYS Democratic Candidate-NYS Assembly 12th AD. "NYS can and should tap into its reserves to provide the maximum Cares ACT Unemployment Benefit of $600 enacted in the Federal Bill to all of us who are eligible and then; proceed to file against the Federal Government for insubordination for RATIONING monies at their whim", said Maryann Maltese.

If NewYorker's are cashed strapped as wage earners-then how can NYS even consider reopening the State fully and/or remove State of Emergency Orders on potential eviction processes. NYS presently has a moratorium on filing rental evictions until Mid August 2020. By the Federal Government not keeping its word implied within the Cares Act that a maximum UIB benefit of $600 should be distributed to NYS families and workers-they are simply, closing the door on us again. NYS can not afford to supplement Federal Legislation that isn't supplying the cash surplus along with it any longer-but we can absolutely encourage workers to file suits or appeals with NYSDOL while Congress is debating, said Maryann Maltese

With State Executive Orders- police orders in place; that in it of itself continues to reduce workforce numbers, and business remain or operate at minimum levels-continuing to furlough workforce or reduce hours-equally reduction in wages. NYS residents; and my constituents who many of them are small businesses or independent proprietors can not survive without this former bill language amendment to take impact immediately and for the new Cares Act Extender Bill providing hopefully continuation of Unemployment benefits takes effect before 5pm tonight, said Maryann Maltese.
