Drug Ring Operated From Local Bars, Eateries: Rockland DA

The nine people who have been arrested include residents of Nanuet, New City, Nyack and Pearl River.

NYACK, NY – Nine people have been arrested as part of a large-scale narcotics investigation into a Nyack-based cocaine distribution ring operating in Orangetown, Clarkstown and Haverstraw, Rockland County District Attorney Thomas P. Zugibe announced Monday.

The investigation began last July when the DA's Drug Task Force received information about a close-knit cocaine trafficking network operating from local bars and restaurants in Nyack and Pearl River.

"This sweep is the latest step in our ongoing campaign to stop drug dealing and drug-based violence in Rockland County," Zugibe said. "We will continue to aggressively track down those individuals who traffic in narcotics and seek to put them in prison for a long time.”

The Task Force used traditional investigative means such as physical surveillance and search warrants, coupled with court-authorized electronic surveillance.

Prosecutors allege that Stanley Juin, 32, of Nyack, was overseeing the network of suppliers, re-sellers and customers.

According to the charges, Juin utilized the village of Nyack as his base of operations.

Two of Juin’s alleged re-sellers are identified as Jenna Cippoletti of Nyack, and Paige Willock of Ridgefield Park, New Jersey. Cippoletti and Willock worked at bars and restaurants in Nyack.

District Attorney Zugibe said Juin would meet Cippoletti and Willock at their places of employment and supply cocaine, which would be re-sold by the women to their customers/patrons.

Juin’s source of supply was identified by prosecutors as West Haverstraw resident Gladimir Boursiquot.

According to the charges, Boursiquot mainly conducted his cocaine sales at bars and restaurants in
Pearl River.

Boursiquot’s alleged re-sellers are identified as:

  • Kevin Michel of Spring Valley
  • Ronald Babcock of Suffern
  • Joseph Sweeney of Nanuet
  • Matthew Sobieraj of New City
  • Jenna Pipolo of Pearl River

The District Attorney alleged Pipolo mainly re-sold the cocaine she purchased to her customers while
a patron at several bars in Pearl River. Sobieraj and Sweeney are alleged to have operated in Clarkstown, Babcock is accused of peddling cocaine in Ramapo and Michel is accused of operating in Spring Valley.

It is alleged that Juin, Boursiquot and their associates had more than 150 cocaine customers throughout
Rockland County.

The defendants are variously charged with the crimes of Third-Degree Criminal Sale of a Controlled Substance, a Class "B" felony punishable by up to nine years in prison, Third-Degree Criminal Possession of a Controlled Substance, a Class "B" felony, Seventh-Degree Criminal Possession of Controlled Substance, a Misdemeanor and Conspiracy in the Fourth Degree, a class ”D” Felony.

“The result of this joint investigation with Orangetown Police should bring welcome relief to the residents of Rockland County," Zugibe said. "These arrests underscore our commitment to improve the quality of life for local families.”

It should be noted that indictments and criminal complaints are merely accusations and that defendants are presumed innocent until proven guilty. Arrested:

2. Stanley Juin – DOB: 12/2/85, 28 South Mill Street, Nyack, NY. Conspiracy 4th (2 counts)

3. Kevin Michel – DOB: 2/9/90, 2 Dina Drive, Spring Valley, NY. Conspiracy 4th (2 counts)

4. Jenna Pipolo – DOB: 4/18/90, 33 Rowan Road, Pearl River, NY. Conspiracy 4th (2 counts)

5. Ronald Babcock - DOB: 1/24/71, 612 Route 306, Suffern, NY. Conspiracy 4th (2 counts); Criminal Possession of Controlled Substance 3rd; Criminal Sale of Controlled Substance 3rd

6. Jenna Cippoletti – DOB: 11/3/88, 62 Tallman Ave, #4, Nyack, NY. Conspiracy 4th (2 counts)

7. Paige Willock – DOB: 3/22/91, 224 Preston Street, Ridgefield Park, NJ. Conspiracy 4th (2 counts)

8. Matthew Sobieraj – DOB: 7/31/85, 14 Tor Terrace, New City, NY; Conspiracy 4th (2 counts); Criminal Possession of Controlled Substance 3rd; Criminal Sale of Controlled Substance 3rd

9. Joseph Sweeney – DOB: 12/18/89, 138 Townline Road, Nanuet, NY. Conspiracy 4th (2 counts)
