New York State Police stopped a vehicle on I-87 for multiple traffic violations at about 3:15 a.m. Dec. 19.
They allege they found the driver of the vehicle, Luis N. Quinchi-Martinez, 26, of West Nyack, to be intoxicated.
Quinchi-Martinez was transported and processed at SP Tarrytown, where his blood alcohol content was determined to be 0.18%. He was charged with:

Quinchi-Martinez was turned over to a sober third party and released on an appearance ticket returnable to the Village of South Nyack Court on Jan. 4.
