Cell Tower Proposed For Pocantico Leaf Dump Site
The site is an area surrounded by parks and near the borders of Pleasantville, Briarcliff Manor and Sleepy Hollow.

MOUNT PLEASANT, NY — The Mount Pleasant Town Board plans to lease space for a cell tower at the town's Pocantico Leaf Site Dump, off Beech Hill Road at the end of Pocantico River Road. It is possible for residents to petition for a vote on the lease.
The tenant, Homeland Towers, LLC, plans to construct, maintain and operate a communications tower and related ancillary facilities and improvements. Town and local emergency service antennas and equipment would go on the tower, as well as installations of at least five wireless carriers.
The Town of Mount Pleasant will also receive $2,000 per month or half of all gross rents collected by Tenant from subtenants, whichever is higher, paid monthly in advance.

The initial term of the lease will be 10 years from the commencement date and shall automatically renew for up to four additional terms of five years each unless Homeland Towers notifies town officials of its intention not to renew prior to commencement of the succeeding renewal term.
The site is near Pocantico Lake County Park and Wildlife Park.

Pursuant to the Resolution of the Board the validity of the Lease is subject to a permissive referendum as set forth in Article 4, section 64(2) and Article 7, section 90 of the Town Law of the State of New York.
A permissive referendum is a legal mechanism available for a community to contest and stop the sale or lease of town property. It's a two-stage process. Five percent of registered voters in the town must sign a petition calling for the referendum, and then a special election is held within 60 days about upholding or overturning the board's decision.
