Civilian fishermen had attempted to rescue the driver unsuccessfully, then offered their boat to members of the Croton-on-Hudson Volunteer Fire Department, who were able to get to the car and remove its sole occupant, fire department officials said on Facebook. They initiated CPR about 20-25 minutes into the incident. Then the patient was handed off to Croton EMS and an Ossining EMS Paramedic.

The woman, an Ossining resident in her 40s, was transported to Phelps with life-threatening injuries, a Westchester County police spokesman said.
