Some beginning comments: this is the most recent video taken of the Patchogue Village Board of Trustees. The video is the product of a group of Patchogue Village residents: the Citizens Campaign for Open Village Government. This video has been reviewed for sound and picture quality before being posted. It is a complete record of the events of the above date. Below readers will find time breaks in this nearly two hour video. This should help viewers find areas of particular interest to them without having to view the entire video.
Please keep in mind that the time breaks do not reference every single issue that came up during the meeting only major ones of interest so there may be issues that did arise not specifically noted in the time references provided below. The Board does deal with a lot of issues, decisions have to be made as to which get noted here. One suggestion that might help in following all the issues: the village web site does post an agenda for the meeting. It too can be used as a reference tool. The front page of the village website posts a link to the official agenda for this meeting and that can be found at: www.patchoguevillage.org.
Watching the video from left to right at the horseshoe seating is as follows: Trustee Keyes and Ferb, Village Clerk Seal, Mayor Pontieri, Deputy Mayor Krieger, Trustees Devlin and Hilton, Village attorney Egan. Trustee Crean not present at this meeting. This video appears on You Tube. To access the video go to the website for the organization, find the “meeting videos” tab at the top of the page then click to find a drop box then hit “Trustee meetings” and that will take you to the 5/28/13 video. Go to: www.patchoguevillagecitizens.com
One last thing: as I have commented before these videos give residents a sense of the numerous issues facing village government and bring to life people who names may appear in print and the net but who appear here as they are.
First Hour Meeting begins, Mayor Pontieri comments on the meaning of Memorial Day activities in the village.
All time notations now in minutes and seconds
2:49 Clerk Seal representing village treasurer not in attendance presents bills for payment including funding for Patchogue Theater Walkway, and two percent raises for non union village workers. Later tax roll for the village an amount in excess of ten million dollars approved.
5:06 Various representatives of the Patchogue Theater provide multiple reports regarding planning for the Theater’s development over the next five years. This is about a 45 minute presentation and Board discussion that covers a wide range of issues regarding the theater such as future fund raising, booking acts and practical issues about doing so, extensive repairs that will be needed such as fixing a leaky roof, new seating, new flooring, a cloak room, renovations to the bar. Costs to do so for the taxpayers who own the building also discussed.
50:51 Mayor Pontieri requests approval to pay for the final move of the Carnegie Library building to its permanent location, approved.
51:25 Trustee Devlin seeks public hearing date for a moratorium on “intensified uses” in the D3 business district. Brief discussion, date of 7/8/13 set for that public hearing.

1:20:27 Mayor Pontieri seeks public hearing date to create fire zones to control parking issues on Riverview Court date of 6/10/13 set.
1:21:51 Trustee Keyes reports: among issues referred to current paving schedule for some identified village streets, Theater Walkway project, and Mascot Dock reopening among other issues discussed.
1:26:30 Trustee Ferb reports and requests two public hearing dates. One issue: “good neighbor fence” policy to apply to new fences in the village, second public hearing requiring taxi cab companies to provide their drivers with toilet facilities while on duty (recent complaint from resident that drivers were seen relieving themselves otherwise). Date of 6/10/13 approved for both issues. Lastly revocation of two family status for home located at 49 Maple Avenue due to ongoing housing issues (approved).
1:28:53 Trustee Devlin reports: public hearing date of 6/10/13 set to amend village code to provide affected residents in the future with ten days notice of Planning and Zoning Board meetings instead of five days notice (complaint made about this to Board recently after objections made by residents recently at Zoning and Planning Boards about getting only one day’s effective notice of their proceedings).
1:29: 43 Trustee Hilton reports and seeks approval to raise fencing at ball fields located at Shorefront park to protect nearby residents. At the end of this section Mayor Pontieri also requests public hearing date to amend village law to reduce penalties for non conforming uses e.g. decks not built to code in the past that seem unreasonably punishing on innocent residents.
1:37:17 Public Portion begins. Blum: fire hazard issue and Bogack: positive steps to include public noted, ongoing issues relating to Off Key Tikki bar compliance with recent court order and Ross: various traffic and parking issues raised including questions about Level G plan not covered during earlier discussion by Board members and Wachsmuth: positive improvement in village noted, objections to unneeded signs made.
Meeting is adjourned.
