Video for Patchogue Village Zoning Board of Appeals

This video for the 7/17/13 meeting of the Patchogue Village Zoning Board of Appeals is the latest in a second series of videos that the Citizens Campaign for Open Village Government has been filming. The first series relates to meetings of the Patchogue Village Board of Trustees. The second ongoing series relates to other Boards of the Village that also impact residents such as the Zoning Board of Appeals.  This video and all others can be found on the website of the organization where they have all have been uploaded to You Tube. The site for the organization can be found at: www.patchoguevillagecitizens.com/

At the site look for the tab that says “ Videos of other public meetings” drop down menu will lead you to this video for viewing. Please remember if wanted to enlarge the screen the center of the video can be clicked and a full screen version of the video should appear on your computer monitor.

This video is a bit longer than one hour. During the session three applicants appeared before the Board for approvals. The meeting reveals that on the same night the most humblest of requests while a multimillion dollar project could also be on the agenda. And the project worth millions reviewed in less time than the project worth far less in terms of money. Although to be fair the Fat Fish Condo project has been appearing on and off in front of the Zoning Board since 2008 and this appearance as per its own attorney was hopefully the last such appearance after the passage of so much time.

In general applicants appear before the Board, make an application for some kind of change that affects their zoning. Public comment is then allowed and the Board members may then engage in discussion with the applicant and the members of the public about relevant issues relating to zoning not to the worthiness of the project itself but zoning issues.
On this night three applications and a time line is provided to give viewers an index by which to review any one part of the proceedings or all of it.

My apologies for any misspellings of any names.
From left to right at the meeting table members of the Zoning Appeals Board present are seated in this order: Mike Stein, Frank Tassone, Brian Kerns, Ernie Maler, non member but attorney for the Board, Chairperson Nick Fuccillo, members Charles Burton and Laura Feitner, Coordinator (non member) Carol Giglio.

Meeting begins with the application of Alex Soto who is represented by a third party. It is for an extension addition in a residential zone.

Then at:

6 minutes 47 seconds  a second application is initially scheduled for review for an expansion of a home on Harrison St. The proceeding is adjourned for later the same night due to the absence of the applicant.

8:07 Fat Fish condo complex is on the agenda: variances sought for increased height and also for increased parking space that will intrude into a residential zone. Attorney for the project explains reason for requested zoning approvals.

15:52 Public comment begins with comments from Jo Miller. Followed by John Bogack.

18:12 Attorney for the condo complex responds to public comments

There is continued comment sometimes from participants in the room but off camera and then a final discussion by Board members before the request is adjourned pending a decision.

29:47 Third and final application for the night concerning the previously adjourned application for an expanding residence on Harrison street.

The applicant appears now and explains her request.
Several nearby neighbors then testify in response and generally in opposition to the application.
The applicant returns to rebut concerns expressed and to promise changes in exchange for an approval.
Board discussion of issues and decision to adjourn without reaching a decision that is deferred for the next meeting date.

Again, as per above instructions this video can be found at: www.patchoguevillagecitizens.com/
