Cortlandt Man Accused of Choking, Menacing Victim

Police were called to a violent domestic dispute on Oak Road.

CORTLANDT, NY — A Cortlandt man is accused of choking someone during a domestic dispute. Police were called to Oak Road at 8:15 p.m. Feb. 5.

They allege Howard J. Powley choked the victim, then prevented an emergency call for help. Then he released the victim, who ran outside; then menaced the victim before smashing a lawn ornament on the victim’s vehicle.

The 49-year-old was charged with Criminal Obstruction of Breathing, Menacing in the 2nd degree, Criminal Possession of a Weapon in the 4th degree, and Criminal Mischief in the 4th degree, all class A misdemeanors.

Powley was arraigned before the town of Cortlandt Court, and released on his own recognizance by the Honorable Judge Ragazzo. A temporary order of protection was requested on the behalf of the victim, and granted.
