Man Accused Of Driving Without License, Interlock Device
The Peekskill resident was stopped by Yorktown police, they said, for using a cell phone while driving.

PEEKSKILL, NY — The Yorktown Police Department accused a Peekskill man of driving without a license and not using an interlock device.
Police said Luis A. Lalvay, 54, of Peekskill, was charged with two counts of second-degree aggravated unlicensed operation and circumvention of interlock device, misdemeanors, and operating motor vehicle while using portable electronic device, unlicensed operator and uninspected motor vehicle, traffic infractions.
Shortly before 11 a.m. Friday, a Peekskill officer on patrol along Crompond Road said he saw Lalvay driving with a portable electronic device.

He was stopped by the officer, and a check of this driving status found his privilege to drive was revoked for a prior driving while intoxicated charge, police said.
Authorities also determined Lalvay was previously convicted of second-degree aggravated unlicensed operation in the past 18 months, had an expired inspection and was driving with an interlock device.

He was issued traffic tickets for the charges and released on his own recognizance to a family member.
Lalvay is scheduled to appear in the Yorktown Justice Court March 3.
