Police Arrest Woman Found Slumped over the Wheel of Car in Cortlandt

The Putnam Valley resident faces drug and unlicensed motor-vehicle operation charges.

State police were dispatched at 1:30 a.m. Nov. 9 to check on the welfare of a woman who reportedly had been slumped over the wheel of her car for an hour at a Cortlandt gas station.

Now Elizabeth Millson, 44, of Putnam Valley, NY, faces charges of Operating a Motor Vehicle Impaired by Drugs, Aggravated Unlicensed Operation 3rd Degree and Criminal Possession of a Controlled Substance 7th Degree, all misdemeanors.

A State Police Drug Recognition Expert was utilized to confirm that Millson was impaired.

Millson was issued traffic tickets and is due in Cortlandt Court Dec. 5.
