PEEKSKILL HOUSING AUTHORITY

Sealed bids, subject to the conditions contained herein will be received by the Peekskill Housing Authority, 807 Main Street; Peekskill, NY 10566, until 10:00 a.m. local time on Monday, August 24th 2015, and then publicly opened and read, for furnishing all labor and materials, and performing all work for: – Roof Replacements, Capital Fund Program (CFP) Dunbar Heights (NY082), Peekskill Housing Authority

Specifications and plans may be obtained commencing Tuesday, July 28th 2015 from the PEEKSKILL HOUSING AUTHORITY; 807 Main Street; Peekskill, NY 10566. A deposit of One hundred Dollars ($100.00) will be required for each complete set. All deposit checks are to be made payable to the PEEKSKILL HOUSING AUTHORITY. A refund will be made, in full to Bidder(s) or 50% of deposit to Non-Bidder(s) for the return of all of the sets in good condition within Sixty (60) days of award or rejection of bids.

A PRE-BID CONFERENCE will be held on Wednesday, August 12th, 2015 at the PEEKSKILL HOUSING AUTHORITY Offices, 807 Main Street; Peekskill, NY 10566 at 10:00 a.m. The purpose of this conference is to outline the concerns of the owner over schedule and project completion date as well as to answer any Bidder questions concerning the contract documents. It is STRONGLY recommended that all bidders attend this meeting.

Bids must be submitted on the proposal form(s) furnished and must not be detached from the specification book. The Non-Collusive Affidavit must be completed and a deposit in the amount of 5% of the bid is required. This deposit shall consist of a HUD Approved Bid Bond, Sureties acceptable to the Federal Government, or Certified Check payable to the PEEKSKILL HOUSING AUTHORITY. Failure to submit bid bond or certified check with bid will result in automatic disqualification of bid.

A Performance and Labor and Material Payment Bond is required for an amount not less than 100% of bid price.

Packages containing bids must be sealed, identified by Contract name and number, and addressed to PEEKSKILL HOUSING AUTHORITY; 807 Main Street; Peekskill, NY 10566.

BIDDERS are advised to carefully review the provisions of 5 (a) and (b) of Representation, Certifications and Other Statements of Bidders, Public and Indian Housing Programs, HUD-5369A.

Peekskill Housing Authority Goal:

The Peekskill Housing Authority has adopted the goal of awarding 10% of the dollar value of the total of the modernization contracts, to be awarded during subsequent FFY’s, to minority business enterprises and will take appropriate affirmative action to assist resident-controlled and women’s business enterprises under 24 CFR 968,110(b).

The right is reserved as the interest of PEEKSKILL HOUSING AUTHORITY may require, to revise or amend, the plans and/or specifications prior to the date set for opening bids. Such revisions and amendments, if any, will be announced by addenda to the advertisement. The PEEKSKILL HOUSING AUTHORITY, in order to promote its established Affirmative Action Policy invites sealed bids from minority groups. This Affirmative Action Policy regarding sealed bids and contracts applies to all persons without regard to race, creed, color, national origin, age or sex, or handicap. Attention is called to the provision for Equal Employment Opportunity and payment of no less than the minimum salaries and wages as set forth in the Specifications. No bids shall be withdrawn for a period of Sixty (60) days after the opening of bids without the consent of the PEEKSKILL HOUSING AUTHORITY. Awards will be made to the lowest responsible bidder. The Owner also reserves the right to reject any bids received.
