Man Arraigned in Shooting, Killing of Innocent Bystander

The victim was walking home from the train station when she was killed.

A Mount Vernon man was arraigned Thursday in the fatal shooting of an innocent bystander.

Rahsi McClean, 26, pled not guilty to second-degree murder, second-degree attempted murder, second-degree assault, third-degree intimidating a victim and two counts of second-degree criminal possession of a weapon, all felonies.

Acting Westchester County District Attorney James A. McCarty said McClean is accused of shooting and killing Gloria Nartey on August 8, 2011.

On that evening, around 9:40 p.m., in the vicinity o f 145 South 12th Ave., Nartey was walking home from the train station, carry groceries and was shot in the back of the head and killed.

McClean, police said, is a gang member and, at the time, was shooting at a man with whom he and his fellow gang members had been in an ongoing conflict.

The individuals McClean was shooting at were standing in the middle of the block when he opened fire.

Narty, a graduate of SUNY Plattsburgh and a research scientist at Pepsi, died instantly.

A five-year investigation by the Westchester County District Attorney’s Office and the Mount Vernon Police Department led to charged being brought against McClean, who has been in state prison on an unrelated violent assault that took place in Mount Vernon.

His next court date is scheduled for June 8, 2016.
