Plenty of Lettuce, But a Shortage of Trust

The Cyclospora outbreak revealed how modern food markets depend on invisible systems of surveillance, traceability, and public confidence.

Most trips to the grocery store do not require much thought. Mine certainly did not. I would walk to the produce aisle, pick up a container of greens, and move on to the next item on my list. Recently, I found myself doing something I had never done before. I was not deciding between romaine and red leaf; I wanted to know whether I should buy lettuce at all.

For most of my life, lettuce was one of the least complicated purchases I made all week. Then I read that even the woman known online as the "Salad Queen" had stopped buying leafy greens.

Sara Tercero, a food influencer whose upcoming cookbook is titled Salad Queen, recently walked through her grocery store, looked at rows of packaged greens, and left every one of them behind. Instead of posting another salad recipe, she shared a meal built around cooked beets and lentils, suggesting readers could skip the radishes if they were feeling uneasy. That was the moment I realized this was no longer simply a food safety story.

Health officials have confirmed more than 4,100 Cyclospora infections across 41 states, linking some illnesses to iceberg lettuce handled by Taylor Farms de Mexico. Restaurant chains have removed ingredients, grocery sales have fallen, and diners have shifted toward cooked vegetables, grain bowls, and even french fries. Yet the central reality of this crisis is not physical scarcity. America is not experiencing a shortage of lettuce. It is experiencing a shortage of trustworthy information about lettuce.

Most of us have never needed to know where our lettuce came from. That is not because the supply chain is simple. It is because successful institutions make complexity almost disappear. We rarely think about inspectors, laboratory scientists, epidemiologists, processors, refrigeration networks, distributors, or recall systems until something interrupts the ordinary act of buying dinner. When trust is working, it becomes nearly invisible. We notice institutions most clearly when they stop doing what we expect them to do without thinking.

What looked like a food safety story was revealing something larger. It showed how markets behave when consumers lose confidence in the information that enables them to function.

For decades, buying lettuce required almost no effort beyond choosing the freshest-looking package. Economists call the extra time and effort required to complete an ordinary purchase transaction costs. Until recently, buying lettuce required almost none of either. The outbreak changed that overnight.

Suddenly, shoppers wanted answers to questions they had never needed to ask. Was this romaine grown in Mexico or California? Was it processed at a facility involved in the recall? What did codes such as SY or SUB actually mean? Which supplier did this restaurant use? Was greenhouse-grown lettuce any different?

Those questions became even harder to answer when federal regulators announced a positive sample from Taylor Farms de Mexico, only to determine a day later that the laboratory result was a false positive while maintaining the recall based on other evidence. At nearly the same time, Mexican health officials publicly questioned whether the outbreak originated on their farms. The market for trustworthy information began to fail.

That raises another question. If consumers could not determine which lettuce was safe, who was responsible for producing the information that would allow them to decide?

The difficulty was not confined to farms, processors, grocery stores, or restaurants. It also reflected strain within the public institutions responsible for making sense of foodborne illness. The Centers for Disease Control and Prevention identifies patterns among patients. At the same time, the Food and Drug Administration traces suspect produce through farms, processors, and distributors. Both agencies entered this outbreak after significant workforce reductions during the previous year. The CDC had lost roughly one-quarter of its workforce. At the same time, the FDA had also experienced major staff reductions and leadership turnover within its Human Foods Program.

Last year, another important change received far less public attention. FoodNet, the joint federal and state surveillance network that has long helped track foodborne disease, narrowed its routine monitoring for several pathogens. Cyclospora continued to be reported through other surveillance systems, but one important layer of consistent national monitoring had become more limited.

Implementation of the FDA's Food Traceability Rule was also pushed back. The FDA proposed extending the compliance deadline until July 20, 2028, and Congress directed the agency not to enforce the rule before that date. The rule was designed to give regulators faster access to standardized digital records showing where certain foods were grown, processed, packed, and shipped. The questions consumers were suddenly asking in the grocery store were precisely the questions the delayed rule was intended to help answer more quickly.

None of these changes created the parasite, and they do not by themselves explain every confusing announcement made during the outbreak. They do, however, illustrate how confidence depends on institutions that most Americans rarely notice. When surveillance becomes less complete, traceability arrives later than planned, or official information becomes more difficult to interpret, uncertainty spreads faster than reassurance.

When obtaining reliable information becomes more difficult than making the purchase itself, consumers reach a simple and perfectly rational conclusion. They leave the lettuce behind.

Economists call what follows asymmetric information. Standing in the produce aisle, shoppers cannot distinguish safe lettuce from contaminated lettuce. They cannot inspect a processing facility, audit a supplier, or reconstruct the route a package took before reaching the shelf. Faced with that uncertainty, many stop trying to separate safe products from risky ones. Instead, they treat the entire category with caution.

That uncertainty extends well beyond the companies under investigation. Canadian growers, California farms, and indoor agricultural operations can all experience falling demand because consumers cannot easily distinguish among supply chains. Trustworthy producers are penalized alongside those connected to the recall, not because their food is unsafe, but because shoppers lack the information needed to tell the difference.

The effects ripple through every level of the food system. When Eric Lee, owner of Lee's Crossroads Cafe in Nebraska, removed lettuce from his salad bar, or when Jalil Burbara Handal, owner of Jalibaba Mediterranean Cuisine in North Carolina, discarded fresh greens in favor of cooked vegetables, they were not admitting their food was unsafe. They were making an economic calculation. Accepting a small, certain loss today was preferable to risking a much larger reputational loss tomorrow.

Suddenly, where lettuce came from mattered almost as much as the lettuce itself. That helps explain why consumers gravitated toward local and greenhouse-grown produce. Greenhouse farming is not immune to contamination, but its advantage during an information crisis is operational transparency. Shorter supply chains, clearer traceability, and verifiable sourcing provide what consumers have been desperately seeking: confidence. Provenance became part of the product.

The same principle applies to communication. Any company can issue a statement saying its food is safe. Economists sometimes describe those assurances as "cheap talk." Consumers eventually begin looking for something much harder to fake. They want companies to remove inventory, publish sourcing information, expand testing, or demonstrate transparency in ways that carry real costs. Trust is restored through actions, not assurances.

Every food safety crisis teaches us something about pathogens. The most consequential ones also teach us something about institutions.

History suggests this pattern is familiar. The spinach outbreak in 2006 reshaped food safety practices, while the romaine crisis in 2018 accelerated the adoption of origin labeling and traceability. Each crisis produced more than a public health response. It strengthened the information systems surrounding our food.

This time, however, the country entered the outbreak while parts of that information infrastructure were already under strain. Surveillance had narrowed, staffing had been reduced, and implementation of a major traceability rule had been pushed back. Consumers and businesses were left to shoulder more of the uncertainty themselves.

Modern agriculture has become remarkably good at moving food. This summer reminded us that information has to make the same journey, carried by functioning public institutions and transparent private supply chains. Until confidence can travel through the food system as reliably as lettuce itself, the most valuable thing in the produce aisle will not be another head of romaine. It will be the quiet confidence to place it in the shopping cart without stopping to wonder where it came from.
