DOT officials reported all lanes open at 7:45 a.m. in Bronx County, though delays still reached as far back as the Cross County Parkway.
New York transportation officials say all lanes are blocked on the southbound Hutchinson Parkway at Orchard Beach Road, as of 7:30, and will be so for up to two hours.
Delays are back to Cross County Parkway.
