Five New Members Elected to Phelps Memorial Hospital Center Board of Directors
Board members serve three-year terms up to three terms

Five new members were recently elected to the Board of Directors of Phelps Memorial Hospital Center, a 238-bed community hospital in Sleepy Hollow. The new directors are:
Patricia Armstrong of Irvington has spent more than 30 years in the cable television industry, primarily in corporate finance roles. She began her career working for a subsidiary of Time Inc. in Denver, CO. From 2006 through 2012, she worked at Cablevision in Bethpage, Long Island as Senior Vice President of Investor Relations. Now retired, she recently joined the Board of Directors of VIP Community Services, a not-for-profit organization aiming to help those suffering from addiction and poverty.
Tobe Banc, MD, of Briarcliff Manor is Assistant Medical Director at Phelps Memorial Hospital Center, where she is also Director of Palliative Care Services and Director of Senior Health and Internal Medicine, a hospital-based geriatric, internal medicine and palliative care practice. In addition, Dr. Banc is Medical Director of Kendal on Hudson, a continuing care retirement community on the Phelps campus. She has co-authored a training course and manual for health professionals in palliative care, which is used nationwide.

David Swope of Ossining is founder of Club Fit, the multi-sport and recreational facility with locations in Briarcliff Manor and Jefferson Valley. He is president of County Homes, LLC, a real estate investment company, and owner of Tappan Hill, a catering facility in Tarrytown. Mr. Swope is currently Chairman of the Board of Westchester Community College, a director of the Jacob Burns Film Center, and a trustee with Lesley University located in Cambridge, MA.
Kenneth Taber of Tarrytown is a partner in the New York City office of the national law firm Pillsbury, Winthrop, Shaw, Pittman, LLP, known as Pillsbury. He is co-leader of the firm’s 200-attorney Litigation Section, and has represented the City of New York in what The New York Times called “landmark” litigation brought by the City to stem the flow of illegal guns. Mr. Taber is currently a member of the Board of Directors for the Harlem School of the Arts, and serves on that Board’s executive Committee. He is also a member of the Board of the San Francisco-based Law Center to Prevent Gun Violence.

Craig Zalvan, MD, FACS, of Briarcliff Manor, Medical Director of the Institute for Voice and Swallowing Disorders at Phelps Memorial Hospital Center, is a laryngologist specializing in voice, swallowing and cough disorders. He is also a partner in the otolaryngology group ENT Faculty Practice, LLP, a member of the Medical Executive Committee at Westchester Medical Center, and serves as a Faculty Senator for the Senate at New York Medical College.
