Westchester Seeks Comments On Airport Redevelopment Environmental Assessment

Westchester County announces the availability for review of, and comment on, a Draft Environmental Assessment (DEA) for the Million Air Redevelopment / Development project at the Westchester County Airport (HPN). The DEA has been prepared in accordance with the Federal National Environmental Policy Act (NEPA) of 1969, as amended, Federal Aviation Administration (FAA) Order 1050.1F, and FAA Order 5050.4B. The purpose of the project is to provide general aviation (GA) hangar and FBO terminal space for existing Airport users and Million Air customers while also accommodating existing light general aviation (LGA) needs. The DEA evaluates the environmental, social, and economic consequences of the proposed Million Air Redevelopment / Development project.

The DEA covers two projects referred to as Phase I and Phase II in the DEA. Phase I included the construction of a 50,400 Sf hangar and a 17,150 Fixed Based Operator (“FBO”) terminal building with associated parking, sidewalk and landscaped areas. Phase I was an improvement approved in the 2016 lease entered into by the Astorino administration between the County of Westchester and White Plains Aviation Partners, LLC doing business as Million Air White Plains, an FBO at the airport. Phase I was not complete until 2021 when Million Air was required to construct the stormwater management improvements for Phase I by the Latimer administration.
Phase II would involve the proposed future construction of a 78,344 hangar that was not approved in the 2016 lease between the County and Million Air. Additional stormwater improvements are required if Phase II were to proceed. The DEA does not constitute County approval of Phase II.

Environmental impacts of both Phase I and Phase II are evaluated together in the DEA.
