Report: Port Chester Detective Shown on Video Striking Suspect in Custody

The video was shown to jurors in the court case of burglary suspect Carlos Velasquez, who was struck by Det. Thomas Munnelly.

Jurors deciding the fate of burglary suspect Carlos Velasquez this week viewed a videotape of Port Chester Police Det. Thomas Munnelly striking Velasquez while Velasquez was in custody, according to a report in The Journal News.

Reporter Jonathan Bandler writes Munnelly denies striking Velasquez but says he shoved the suspect after Velasquez kicked him. The incident occurred in July, 2013, and Port Chester officials settled a complaint by Velasquez for $20,000.

Velasquez tried to escape from custody, police said, which prompted the altercation. The 41-year-old Velasquez of Port Chester had allegedly broken into a home in the Village and took jewelry and other items before being apprehended.
