Rochester City Hall Has Been Closed For Public

The City Clerk's Office will be able to process the specific documents that can be submitted by mail.

Due to the COVID-19 outbreak, declared State of Emergency in the City of Rochester, and guidance from the Monroe County Department of Health, City Hall has been closed to the public.

Unfortunately, the City Clerk’s office will not be able to issue:

  • Marriage Licenses or Perform Marriage Ceremonies
  • Domestic partnerships
  • Commissioner of Deeds
  • Passports
  • Other Business Licenses that require direct contact with City staff

The City Clerk’s Office will be able to process the following licenses that can be submitted by mail:

  • Alarm Permits
  • Cornhill Parking Passes
  • Dog Licenses
  • Copies of Marriage Certificates
  • Handicap Parking Permits
  • Cobbs Hill Dog Park Licenses

Documentation to apply for these licenses can be submitted by mailing your information to:

City Clerk’s Office, Licensing Unit,
30 Church Street, Room 100A,
Rochester, NY 14614

This information may also be dropped off in the City Hall Drop Box, located at the Link Entrance of City Hall, 30 Church St.
