Gaskin was the duty officer on shift when the call came in, and he said the initial reports were of a car fire taking place.

"A passerby had used an extinguisher on the fire, so there was no fire when we arrived," he said. "There was a fluid spill on the roadway and we stood by waiting for removal to arrive."

"It was a relatively minor two-vehicle accident," he said. When asked why the damage to one vehicle looked so rough in photographs, he stipulated, "That's just the nature of the accident. I'm no accident scene investigator, but I do not think speed was a factor."

Traffic jams stretched for miles in both directions.
