Edgemont Resident To File Petitions Seeking Incorporation As Village
Only residents in the Edgemont section of the Town of Greenburgh would be able to vote in a referendum.
GREENBURGH, NY — An Edgemont resident is planning to submit a petition to have the Edgemont section of the town incorporated as a village.
Supervisor Paul Feiner said, in an email, that the resident appeared at town hall Feb. 21 to file the petition.
He said the handling of an incorporation petition is spelled out in New York State village law. It requires the petition to be filed with the supervisor of the town in which any portion of the territory proposed to be incorporated is located.

Feiner said he was out of town, as were other members of the town board.
“As a result, the town clerk was advised by the town attorney not to accept the petition for incorporation so that the petition can be properly served when I return from Florida,” he said.

If the petition was improperly filed, it would be subjected to a legal challenge later on, Feiner said.
The individual was called by Feiner who said he could accept the petition on Sunday when he returns to the area or at another time during the week.
Feiner said if there are enough valid signatures there will be a referendum and Edgemont residents could vote for or against the proposition.
“Hopefully, there will be a constructive dialog regarding the advantages and disadvantages to them of incorporation,” Feiner said.
State law said that only residents of Edgemont will be able to vote on incorporation.
The residents' move comes as Gov. Andrew M. Cuomo is calling for reform to the New York state system of local governments, which includes hundreds of villages, towns and cities, and thousands of special districts for water, sewer, fire, etc. He is urging local governments to find ways to consolidate services and save local taxpayers money.
