Greenburgh takes next steps to reduce flooding on E Hartsdale Ave

Town Board hires firm

Flooding has been a big problem for decades on East Hartsdale Ave. Residents who live at some apartments on East Hartsdale Ave have lost cars and possessions. And businesses on E Hartsdale Ave have also been impacted -experiencing significant losses after major floods. Over a decade ago almost half of the stores on E Hartsdale Ave had to close for months due to significant flooding.

The Town Board is working with Commissioner Garrett Duquesne to try to address the problem. At Tuesday’s work session the Commissioner discussed the next steps in our effort to reduce flooding. On Wednesday evening the Board awarded a contract to Arcadis (see resolution below).

We recognize the importance of flood control on E Hartsdale Ave. I’m optimistic that we will be successful in improving conditions. But, residents and businesses need to be patient since there are a number of action steps that need to be taken. The action the Board took on Wednesday night is one.

Greenburgh Town Supervisor

RESOLUTION AWARDING ENGINEERING AND RELATED SERVICES TO ARCADIS IN CONNECTION WITH A FEMA ADVANCED ASSISTANCE GRANT RELATED TO HARTSDALE BROOK FLOOD MITIGATION DESIGN FOR AN AMOUNT NOT TO EXCEED $598,500.00

WHEREAS, the Town of Greenburgh (“the Town”) is in receipt of a FEMA Region 2 Advanced Assistance grant ($541,500 grant - combined project cost of $598,500) and has entered into a related Master Contract with the New York State Division of Homeland Security and Emergency Services; and

WHEREAS, the grant will fund the services of a professional engineering consultant who will carry out several identified tasks related to Hartsdale Brook Flood Mitigation; and

WHEREAS, a Request For Proposals (RFP) for these engineering and related services was initiated by Town staff and subsequently authorized by Town Board Resolution CD-2, dated 1/10/2024, for circulation by Town staff; and WHEREAS, in response to the RFP, the Town received six qualified proposals noted below; and CONTRACTOR Arcadis Brooker Engineering (Watson & Sampson) H2M Architects and Engineering LaBella Associates PS&S Woodard & Curran

WHEREAS, after review of the submission by the Bureau of Engineering, Department of Public Works, and Department of Community Development and Conservation, staff recommend that Arcadis be awarded the contract for the engineering and related services;

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Greenburgh hereby awards the contract, for the Hartsdale Brook Flood Mitigation Design and related services to Arcadis, for an amount not to exceed Five Hundred Ninety Eight Thousand and Five Hundred Dollars ($598,500.00), and authorizes the Town Supervisor to enter into the related contract
