Greenburgh Town Bd asks for red light cameras- East Hartsdale Ave

and on Ardsley Road/Old Army

The Greenburgh Town Board unanimously approved a resolution at a special meeting on April 30th requesting that the NYS Legislature authorize red light cameras at two locations: Ardsley Road and Old Army Road. We also are pushing for a camera on East Hartsdale Ave and Rockledge Road.

This is the most recent safety initiative the town wants to implement. We want to encourage motorists to drive safely and to comply with the Vehicle and Traffic laws. NYS has allowed red light cameras in many cities across the state but not in towns. That is why a home rule request is required. The town cannot install red light cameras without permission.

RESOLUTION OF THE TOWN BOARD OF THE TOWN OF GREENBURGH

AUTHORIZING A HOME RULE REQUEST TO THE NEW YORK STATE

(“NYS”) LEGISLATURE FOR AN AMENDMENT TO THE NYS VEHICLE

AND TRAFFIC LAW AUTHORIZING THE ESTABLISHMENT OF A RED

LIGHT CAMERA PROGRAM IN THE TOWN OF GREENBURGHTO

ALLOW THE INSTALLATION OF RED LIGHT CAMERAS AT THE

INTERSECTIONS OF ARDSLEY ROAD & OLD ARMY ROAD

AND EAST HARTSDALE AVENUE & ROCKLEDGE ROAD

WHEREAS, according to the Insurance Institute for Highway Safety, in 2020, 116,000

people were injured in red light crashes and 928 people were killed in crashes that involved the

running of red lights, with half of those killed being pedestrians, bicyclists and people in other

vehicles; and

WHEREAS, red light cameras are intended to augment, not replace, traditional traffic

enforcement and have been shown to be powerful deterrent tool; and

WHEREAS, the Town enforces the NYS Vehicle and Traffic Law but additional measures

are needed; and

WHEREAS, other municipalities in the County of Westchester and throughout the State have

successfully implemented red light camera programs; and

WHEREAS, the Town Board continues its efforts to further insure the health and safety of

citizens who traverse Town roads and believes that the automated enforcement of a red light camera

program specifically focused at specified intersections will provide a significant deterrent for

potential violators; and

WHEREAS, the Town Board previously passed Resolution TB-2 – 10/11/2023 requesting

that the New York State Legislature amend the NYS Vehicle and Traffic Law to authorize the

implementation of a red light camera program in the Town of Greenburgh; and

WHEREAS, since that prior resolution was unanimously passed by the Town Board, the

Traffic and Safety Unit of the Greenburgh Police Department studied accident statistics of

Greenburgh Town roads and have concluded that the intersections of Ardsley Road at Old Army Road

and East Hartsdale Avenue at Rockledge Road have instances of red light related traffic accidents

which may be positively impacted by the installation of red light cameras;

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of

Greenburgh hereby requests that the New York State Legislature amend the NYS Vehicle and Traffic

Law to authorize the implementation of a red light camera program to allow the installation of red

light cameras at the intersections of Ardsley Road at Old Army Road and East Hartsdale Avenue at

Rockledge Road
