BREWSTER, NY — A Brewster resident apparently exhibited bad manners, bad hygiene, bad timing and more.

At about 5:03 p.m. Feb, 18, Putnam Deputy Sheriff Christopher Tompkins was routine patrol on Main Street in the Village of Brewster.

He alleged he saw Heminio Carranza-Vasquez urinating on the sidewalk. Plus, as Tompkins approached, he said Carranza-Vasquez turned while still urinating, in plain view of passing motorists and pedestrians.
