SOUTHEAST, NY — A Bridgeport resident wanted for bail jumping was arrested Sunday for drunk driving with kids in the car who weren't belted in, New York State police said.

Milton Spencer, 41, was traveling on Interstate 84 in Southeast when he was stopped for a vehicle and traffic law violation. Police said he was carrying child passengers without seat belts, and they concluded he was impaired by alcohol.

Police not only charged him with Driving While Intoxicated under Leandra's Law, which is a felony, but with a second count of felony DWI, because he has two prior convictions for drunk driving.
