Mutilated Animal Remains Again Found Near Lake Carmel, Putnam County SPCA Investigates
Seven animals were found decapitated and severely mutilated in bags near a commercial property on Route 52.

CARMEL, NY — The Putnam County SPCA Law Enforcement Division is investigating a report of animal cruelty in the area of Route 52, near Lake Carmel.
The grisly discovery follows similar incidents in April, and again in October, of last year.
Detectives arrived at the scene on Monday, following a report about discarded items found in a grassy area. The site of the discovery is just feet away from both a commercial property and the shoreline of Lake Carmel.

Investigators said two white garbage bags and one cardboard box. were found at the scene. Inside these containers, investigators discovered the remains of seven animals. The animals included chickens, roosters, and doves.
All seven of the animals were found to have been decapitated, and were described as being severely mutilated.

The Putnam County SPCA Law Enforcement Division investigates reports of animal cruelty and neglect throughout the county. The agency said the incident remains the subject of an ongoing probe as detectives continue to gather information about the circumstances of the disposal. The agency maintains a 24-hour reporting line for members of the public who may have information about animal cruelty or related incidents. Residents or witnesses who observed any suspicious activity in the area of Route 52, near Lake Carmel, on or around March 16, are asked to contact the SPCA at 845-520-6915.
