Putnam Man Who Fired Rifle Across Route 6 Faces Charges

He was arrested after a second visit from state police.

SOUTHEAST, NY — A resident who fired a rifle across Route 6 Saturday now faces six charges in Southeast Town Court. The rifle was legal, police said, but the handgun they found was not.

New York State Police from the Brewster barracks were dispatched to Bloomer Road at 3:50 p.m. in response to a complaint that shots had been fired. They said they found Gueorgui A. Stoytchev had fired across the Putnam Trailway and Route 6 toward the reservoir, from within 500 feet of neighboring houses.

He was using his legally owned Winchester 30-30. Police issued him a ticket to appear in court at a later date.

Five hours later, troopers returned, to provide the 38-year-old with additional paperwork, police said.

While interviewing Stoytchev, they said they observed an illegally possessed Phoenix Arms .25 caliber handgun, and a small amount of marijuana.

With the New York State Police Environmental Conservation Police, state police charged him with Criminal Possession of a Weapon, a class C felony, Criminal Possession of a Firearm, a class E felony, Reckless Endangerment in the 2nd degree, a class A misdemeanor, two counts of Environmental Conservation Law Illegal Discharge of a Firearm, both unclassified misdemeanors, and Unlawful Possession of Marijuana, a violation.

On Sunday, Stoytchev was arraigned before the village of Brewster Court, and sent to Putnam County Jail in lieu of $10,000 cash bail or $15,000 bond.

Stoytchev is next scheduled to appear before the town of Southeast Court on September 6, 2018 at 9:30 a.m.
