Former Greenburgh Assistant Principal Sentenced for Stealing Union Funds
He was required to provide complete restitution.

GREENBURGH, NY — A former Greenburgh High School assistant principal was sentenced Wednesday for stealing union welfare funds.
Acting Westchester County District Attorney James A. McCarty said Frank Gluberman, 69, of Congers, was sentenced to one to three years in state prison after previously pleading guilty to second-degree grand larceny, a felony.
He also paid full restitution to the victims in the amount of $794,865.19.

Gluberman was the assistant principal at Woodlands High School in Hartsdale and former treasurer of the Greenburgh Teacher’s Federation and the Greenburgh Teacher’s Welfare Fund.
The welfare fund receives taxpayer money, which is negotiated by the federation, to pay for medical benefits and legal services for school district faculty and administrators.

Officials said, over a period of seven years, from 2006 to 2013, Gluberman wrote checks to himself from checking accounts of both organizations totaling $794,865.19.
He also forged the signature of the federation president, because he needed dual signature authorization to make payments.
Authorities said the checks were written not only to himself but to his two daughters and to pay property taxes on two homes that he owns.
The theft of funds surfaced when he was promoted to assistant principal and had to give up his treasurer position, at which time the Greenburgh police and the DA were contacted.
Gluberman was remanded into the custody of the New York State Department of Corrections.
