Homeless Man Indicted In Tarrytown Shooting Death

He faces six counts, one of them second-degree murder.

TARRYTOWN, NY – Westchester County District Attorney Anthony A. Scarpino, Jr. announced that Cynell Brown has been arraigned on an indictment before Judge Anne Minihan in connection with the shooting death of a Tarrytown woman in her home Feb. 27, 2018.

Specifically, Brown has been charged with:

  • one count of Murder in the 2nd Degree, an A-1 felony
  • one count of Criminal Possession of a Weapon in the 2nd Degree, a class C felony
  • one count of Criminal Possession of a Controlled Substance in the 4th Degree, a class C felony
  • one count of Criminal Possession of Marihuana in the Fifth Degree, a misdemeanor
  • two counts of Tampering with Physical Evidence, class E felonies

Prosecutors said Tarrytown police were called to an apartment at 177 White Plains Road and also given the description of a man fleeing the area.

Officers found a woman who was semi-conscious and bleeding from gunshot wounds. The victim, identified as 34-year-old Jessica Wiltse, was transported by Tarrytown Ambulance to the Westchester County Medical Center. She died of her wounds.

The subsequent manhunt forced several school districts to go into lock-out.

Brown was arrested at the Port Authority Bus Terminal in Manhattan that same evening and was detained by Port Authority Police until a team of police led by the Tarrytown Police Department arrived.

During the course of the police investigation a firearm was recovered, prosecutors said. Police gave no motive for the murder.

Brown has no known permanent address.

If convicted, Brown faces life in state prison. His next court date is scheduled for May 15. The case is being prosecuted by Assistant District Attorney Perry Perrone, Homicide Bureau Chief, and Assistant District Attorney Nadine Nagler.
