Tarrytown Man Sentenced for Sending Photos of His Genitals to a Child

When he is released he will be a registered sex offender.

A Tarrytown man found guilty of sending lewd photos to a child in an attempt to lure her into having sex was sentenced Wednesday.

Roshan Samuel, 34, of Dunnings Drive, was convicted March 15, 2016, by a jury of two felony counts of first-degree disseminating indecent material to minors.

He will receive five months shock probation followed by four years probation, said Acting Westchester County District Attorney James A. McCarty.

Shock probation is when someone convicted of a crime is sentenced to a short prison term, followed by probation upon release.

On or about Oct. 21, 2014, and Oct. 23, 2014, Samuel engaged in conversations of a sexual nature by text messages and voice calls using the Tango app with a 14-year-old Alexander Hamilton High School female student, who he believed was 16..

On or about Oct. 21, 2014, Samuel sent text messages to the girl describing sex acts and asking her to have sex with him.

Around 2:30 p.m. that day, he went to the school’s parking lot where the child was observed on video entering and exiting a motor vehicle he was driving.

There was no physical contact between the two.

A couple of days later, Samuel sent photographs of himself to the child, including two photographs of his genitals with explicit messages, indicating that he wanted to have sex with her.

School officials were notified by the child’s mother about the social media contact between Samuel and the child. Police were notified and were provided with the school’s surveillance video of the parking lot encounter, as well as screen shots from the girl’s cellphone.

Samuel was arrested Oct. 30, 2014, at the Village of Elmsford Police Department.

He was sent to Westchester County Jail to serve the five months shock probation. After he is released, he will have to serve four-years probation under sex offender conditions, including having his name place on the sex offender registry.
