North White Plains Woman Charged in Animal Cruelty Case: SPCA

North White Plains resident Jean Regan, 58, was arrested recently on misdemeanor charges in connection with a June 18 case of alleged animal cruelty and abandonment, announced Ernest Lungaro, Director of the SPCA of Westchester’s Humane Law Enforcement Unit.

Regan, who resides on Roberta Place, is alleged to have dumped a “severely neglected dog” at the Valhalla Animal Hospital on the evening of June 18. She was identified from surveillance video at the hospital, which was aired on News 12 Westchester.

The dog, named Roxy, was “one of the worst examples of neglect” Veterinarian John Credaroli had ever seen, according to the SPCA:

Roxy’s coat was matted and saturated in urine and feces to the extent that she suffered burns on her feet and peri-anal area from the urine. She had to be sedated in order for a groomer to remove the matting. The 7-year-old dog also suffered from inflamed gums and rotten teeth as well as overgrown nails that were growing into the pads of her paws. Due to the amount of hair that had grown around Roxy’s ears, it is believed that she was unable to hear.

“We are very grateful that the person who neglected Roxy to such a degree, and then abandoned her, has been identified and arrested,” said SPCA of Westchester’s Executive Director Shannon Laukhuf in a statement. “We were thrilled to learn that she has already been adopted into a loving home. There are many deserving animals who could use a second chance like this, which is why we appreciate everyone who adopts a shelter animal.”
