The term APR is confusing regardless of what you are financing

APR is the cost of the loan expressed as an interest rate.  Example:  If your loan has fees your APR will be higher than the interest rate because the APR is assuming you have financed all loan fees at your interest rate over the term of the loan.

If your loan has no fees then the APR would be the same as the interest rate.
