Does CH Have A Long Range Plan?

Everything I've seen the CH city council and mayor do in the last year or so looks seat-of-the-pants, and slap-dash.

All kinds of unnecessary "emergency" legislation. Acting like bankers without any processes, controls, or accountability. And those are *our* assets that are being handled recklessly. Failing to reach out to We The People. Not even bothering to try, the way I see it.

All I see is *reaction* to events and people, rather than execution of a well thought out plan.

Anyone care to straighten me out? Show me the links, share your experiences?
