Councilor Shoaf Explains April 15 Marietta City Council Meeting

The Marietta City Council met this week and Councilor Cassidi Shoaf gave Patch a recap of what happened at that meeting.

MARIETTA, OH — The Marietta City Council met April 15, 2021, at 7:30 p.m. at the armory, 241 Front Street. It was held both in-person and on Facebook and Zoom. Councilor Shoaf of Ward 7 sat down with Patch to go through the meeting's agenda and give us a post-meeting rundown of what happened.

This was the final public hearing on the DORA tonight where Christie Thomas and a number of members of the downtown business community stood in support of the proposed DORA.

The council may not respond to your comments this evening, rather they may take your comments and suggestions under advisement and your questions may be directed to the appropriate staff person for follow-up. In the event of a violation of decorum, the council president will give one warning. Should a violation continue, the council president may revoke the speaking privileges, and the speaker may be subject to removal from the council chambers by the sergeant-at-arms.

Legislation Third Reading
• Ordinance No. 198 (20-21) An Ordinance to enact Section 949.01(h) of the Codified Ordinances of the City of Marietta, Ohio, to officially name certain real property located in the City of Marietta, Ohio, Theisen Park. (FARNSWORTH)
This ordinance was approved unanimously and now only needs the mayor to sign off on it.

• Resolution No. 88 (20-21) A Resolution by the Council of the City of Marietta, Ohio, to accept a donation of real property from Paul T. Theisen, Deceased, through a Transfer On Death Designation Affidavit, and to accept a further donation from Paul T. Theisen, Deceased, of personal property, being $25,000.00, with said monetary donation being contingent upon the City of Marietta, Ohio accepting the donation of real property and then agreeing to maintain the real property in the same condition and standards as other parks in the City of Marietta, Ohio. This ordinance was approved unanimously and now only needs the mayor to sign off on it.

• Resolution No. 89 (20-21) A Resolution to authorize and direct the Auditor of the City of Marietta, Ohio to establish and designate the Theisen Park Maintenance Fund as a fund for the City of Marietta, Ohio. (SCALES)
This ordinance was approved unanimously and now only needs the mayor to sign off on it.

Legislation Second Reading
• Ordinance No. 203 (20-21) An Ordinance with ODOT for sidewalk replacement, lighting, monument restorations, ADA modifications and way finding signs along Front Street and Washington Street, as well as the Museum District and the East Muskingum Park, and declaring an EMERGENCY. (BOYER)
This item was not passed tonight, this was just on the agenda as a second public reading. It may be officially passed at a future meeting.

• Resolution No. 91 (20-21) A Resolution approving an application for a Designated Outdoor Refreshment Area and establishing a designated outdoor refreshment area in the City of Marietta, Ohio and declaring an EMERGENCY. (FARNSWORTH)
This was a second reading for a proposed DORA. The third reading for the DORA is scheduled for April 29th at 4:00 p.m.

Legislation First Reading
• Ordinance No. 211 (20-21) An Ordinance to appropriate and/or transfer funds. (SHOAF) (MCCAULEY)
This ordinance was approved unanimously.

• Ordinance No. 212 (20-21) An Ordinance to establish the salary of the Treasurer of the City of Marietta, Ohio, effective January 1, 2022, and declaring an EMERGENCY. (SHOAF)
This ordinance was to establish the salary of the Treasurer of the City of Marietta to get a 2.5% annual raise starting in 2022. It was approved unanimously.

• Ordinance No. 213 (20-21) An Ordinance to establish the salaries of certain elected officials of the City of Marietta, Ohio effective January 1, 2022, and declaring an EMERGENCY. (SHOAF)
This ordinance was to establish the salary of $715 a month for city councilors. It was approved unanimously.

• Ordinance No. 214 (20-21) An Ordinance to amend the Salary Step Schedule of the City of Marietta, Ohio, to establish salaries and increased salaries for all non-union and non-elected positions of employment with the City for calendar year 2021, and declaring an EMERGENCY. (SHOAF)
This was for a 2% increase across the board for city employees. This was just a reading and was not passed at this meeting.

• Ordinance No. 215 (20-21) An Ordinance to authorize and direct the Director of Public Safety and Service to enter into Change Order No. 3 to the present contract between the City of Marietta, Ohio and Kirk Bros. Co. Inc., for necessary changes to the Marietta Waste Water Treatment Plant Aeration Systems Upgrade and Improvement Project, and declaring an EMERGENCY. (MCCAULEY)
This ordinance was adopted unanimously.

• Ordinance No. 216 (20-21) An Ordinance to authorize and direct the Director of Public Safety and Service to enter into a contract with Strand Associates of Columbus, Ohio to provide professional engineering services to prepare a Risk and Resiliency Assessment of the Water Treatment Plant, in an amount not to exceed $17,400.00, and declaring an EMERGENCY. (MCCAULEY)
This is an ordinance that is fixing a previously passed ordinance. It was approved unanimously.

• Ordinance No. 217 (20-21) An Ordinance to estimate the amount of active, inactive, and interim monies of the City of Marietta, Ohio, to be awarded for the period from September 19, 2021, to and including September 18, 2026; to provide for notice thereof to depositories eligible to apply to serve as depositories of active, inactive, and interim funds of the City of Marietta, Ohio; and to establish the time for the meeting of the Marietta City Council to so designate said depositories. This was just a reading and was not passed.

• Resolution No. 92 (20-21) A Resolution to authorize the Eagle Scout Project of William Casey Yannitell, a junior at the Washington County Career Center and a member of BSA Troop 207, to be completed on the grounds of Gold Star Park in the City of Marietta, Ohio. (FARNSWORTH)
This ordinance to allow a potential Eagle Scout to be allowed to put together a project to put a memorial at Gold Star Park. The city approved it so he can now get it together on the Boy Scout's side.
