$1 Million in Road Improvements Proposed in Cecil

Supervisors are looking into floating a $1 million loan for road improvements to be completed this year.

Cecil Township supervisors want to complete $1 million in road improvements this year, and authorized its manager to investigate financing options.

The concept was broached by Supervisor Kevin Camerson at Monday’s board meeting, when he suggested the township look into taking out a five-year loan for a comprehensive road rehabilitation program.

Such a loan, he said, would carry an annual debt payment of about $250,000—which could be paid through the township’s local share allotment, as well as its fund balance and operating reserve earmarks.

“I think there are some roads out there now that have a good base, but just need milled down and some top coat,” Camerson said, adding that conditions on some throughways are “horrific” and in need of immediate repair.

Cecil Manager Don Genusso said he is acquiring information from financial planning firm Cypher & Cypher that will tell the township what its borrowing capacity is.

In the meantime, the township engineer was instructed to compile lists of roads that need surface repairs, as well as those that need completely redone.

Supervisors also said they would drive various roads in the township and come back to the board’s July meeting with suggestions on which ones should be priorities.

However, at Monday’s meeting, supervisors said Morgan Road could be included in this year’s paving program—as well as Angerer Road and several streets in the Fleeher Plan.

All that information will be presented and discussed at the board’s July meeting, which will be held at 7 p.m. July 5 in the township building.
