According to a police report, Powell was racing his bicycle with to other boys just before the accident happened.

ā€œHe stated he viewed the boy’s front wheel wobbling as he went faster and faster,ā€ the report indicated. ā€œThe boy then hit a slight curb and flew over his handlebars and wrapped around the fire hydrants.ā€

Police said the boy was not wearing a helmet.

ā€œFrom the size of the puncture wound and the depth, it appeared the lug/screw fitting on the hydrant caused the puncture,ā€ the police report continued.
