Cecil Police Lieutenant Promoted

Shawn Bukovinsky went from being the lieutenant of the department to its captain—and remains the second-in-command there, behind Chief John T. Pushak.

Pushak on Monday night lauded Bukovinsky's work at the department before supervisors voted 4-1 in favor of the move.

"He's performed admirably," Pushak said.

Bukovinsky's salary went from $72,000 a year to $81,000 a year—an increase Supervisor Elizabeth Cowden said she was opposed to.

"He can get promoted to captain without getting paid $8,000 more," she said.

But Pushak and some members of the board said the salary increase was reasonable because Bukovinsky—as captain, a salaried employee—would no longer be eligible for overtime payments.

And those payments average about $6,000 a year, Pushak reasoned, adding that when that is considered, the actual pay increase for the promotion is just a few thousand dollars.
