Election Guide: Two Incumbents and One Newcomer Vie For Two Cecil Seats

There are three candidates for two seats—two Democratic incumbents and one Republican newcomer.

Three candidates are vying for two open seats on . Incumbents Kevin Camerson and Tom Casciola, both Democrats, hope to retain the seats they have held for six and 18 years respectively.

However, lifetime Cecil resident Elizabeth Cowden, a Republican, is hoping to receive enough votes to displace one of the two opponents.

All three candidates recognize the positive role the Marcellus Shale industry plays in the region, but each also voiced their own concerns or praise for how it is evolving.

“I believe safe and responsible drilling in Washington County and more specifically in Cecil Township is a true positive for the region. The industry has brought the major natural gas offices of Range Resources, Consol Energy, Chesapeake, and Mark West and many other supporting companies to the Region," Cowden said in a statement. "Just the new office of Range alone, when in full swing, will bring in revenue of upwards of $120,000 per year. The industry already has given employment to many in the Township and is still only in its infancy."

However, while both Casciola and Camerson support responsibility, they both expressed concerns on the strict regulations being placed on townships and municipalities.

“I support local impact fees, however I don't support the way the state is talking about taking away the ability for local ordinances,” said Camerson.

Casciola echoed Camerson's concerns over pre-emption of local government and also added that he would like to see municipalities work together to solve some of the legal and financial burdens placed upon them by the growing industry.

Casciola stated that he feels his proven track record and 18 years of experience is beneficial to the community, as well as the board, because he brings with him knowledge of the history of the board and of Cecil.

While she has not served on the board of supervisors, Cowden believes the time she spent on the advisory planning council for the township's comprehensive plans from 1994-1996 and from 2006-2008—along with her knowledge of real estate law and financial management—will prove useful in the role of supervisor.

Cowden said she has also attended seminars on planning and zoning.

Camerson believes his involvement with the township's spending plans over the last six years has shown his ability to be part of a successful budget-planning process.

He said he wants an opportunity to stay on as supervisor to establish a five-year capital-road improvement plan, as well as to build out the parks and recreation program in the township.
