Lawrence Man Jailed After Allegedly Threatening Woman, Child

Police said Tasers needed to be deployed to subdue James Dugan.

A Lawrence man remained in Washington County Jail on Monday after said he threatened a woman and small child on Saturday night.

Cecil Township police Lt. Shawn Bukovinsky on Monday said officers were summoned to 321 First St. in Lawrence around 11 p.m. Saturday after the woman's mother called to tell them her daughter and grandson were being threatened with a gun inside the residence.

Cecil police responded, setting up a perimeter with assistance from Peters, North Strabane and Canonsburg police.

That's when police had Washington County 911 call the residence and ask the man, James Dugan, 35, to exit the home.

Bukovinski said Dugan exited the rear of the home and officers yelled for him to get on the ground—commands he ignored.

Officers deployed a Taser, and Bukovinski said Dugan was taken into custody.

He was charged with simple assault, two counts of making terroristic threats, harassment and resisting arrest, Bukovinski said.

The woman in the residence then told police that while she had not seen a gun, that she and Dugan had been arguing since earlier in the evening. But at one point, she said, the argument became physical.

She told police Dugan threw her against a wall and choked her until she lost consciousness.

Dugan was arraigned before district Judge Gary Havelka and remanded to the Washington County Jail on $25,000 bond. He remained in jail Monday, according to its website.

His preliminary hearing is scheduled before district at 11 a.m. Aug. 30.
