Manager: Borough Audit a 'Stunning Success'

Cypher & Cypher presented the information at council's meeting Monday.

Manager Terry Hazlett said that considering the massive snow storm in February 2010—and the more than $100,000 price tag that came with it for the borough—it's audit was a 'stunning success.'

The auditing firm reported that the borough came within $5,275 of its projected $3.8 million budget in 2010, something Hazlett said was "quite an accomplishment" considering those unexpected costs for overtime and materials from that storm.

The fund balance stands at $536,073, which Steve Cypher said was "right in the middle" of the recommended amount.

Cypher also commended council for the steps it had taken to improve collection of delinquent sewer and garbage bills.

Cypher also said that like most governments, 40 percent of the budget were for public safety, but he noted that the 14 percent expenditure for general government was below average.

In 2010, Canonsburg also expended 26 percent of its budget for highways and streets, 7 percent for employee benefits/miscellaneous, 6 percent for debt service and 5 percent for culture and recreation.

While Cypher voiced cautious optimism about Canonsburg's finances, he again asked council to consider a "rainy day fund" to help deal with unexpected expenses, using the 2010 snowstorm as an example.
