NEW BRITAIN BOROUGH, PA — A New Britain Borough man is facing multiple felony charges after authorities said he produced and possessed child sexual abuse material he created using artificial intelligence software.

Harry Tiffany IV, 66, of the 300 block of East Butler Avenue, was charged on Tuesday with felony counts of sexual abuse of children, possession of child pornography, and criminal use of a communication facility.

Tiffany was arraigned Tuesday morning by Magisterial District Judge Regina Armitage, who set bail at $200,000, 10 percent.

An investigation began on May 20 after the National Center for Missing & Exploited Children (NCMEC) forwarded seven CyberTips received from X.AI LLC. The automated reports flagged 37 unique image files that had been uploaded or shared through the Grok chatbot interface between April 15 and 25.

Bucks County Detectives analyzed the account data and digital footprints, tracking the associated email and IP addresses directly to subscriber records for Tiffany’s residence and personal electronic devices.

On June 5, law enforcement authorities executed a search warrant at Tiffany’s home. A preliminary on-scene examination of his mobile device revealed the Grok application was active and logged into the specific account flagged by NCMEC, containing multiple computer-generated files depicting minors.

The criminal charges coincide with a major legal action taken by the Bucks County District Attorney’s Office on Monday when District Attorney Joe Khan announced a landmark expansion of the county’s federal litigation against major tech corporations.

The amended complaint makes Bucks County the first District Attorney’s Office in the nation to sue X Corp. (formerly known as Twitter), alongside additions like gaming platform Roblox.

The county's federal lawsuit explicitly targets the tech giants' deployment of “experimental” virtual chatbots, specifically naming X Corp.’s built-in AI assistant Grok, for their systemic failure to implement child safety precautions, ineffective reporting structures, and the generation of dangerous, explicit material.

The litigation also addresses the dangers of under-moderated gaming environments, which were further illustrated this week by the recent sentencing of another predator who utilized Roblox to actively coerce and lure underage victims.

“Yesterday, we took a historic stand in federal court to hold corporations like X Corp. and Roblox accountable for creating tools that exploit developing minds and fuel a child safety crisis,” said District Attorney Joe Khan. “Today, we see the stark reality of those localized harms right here in our community. Whether a predator is utilizing AI applications to generate illicit material or hiding behind gaming platforms to lure our children, the dangers are immediate. While we aggressively pursue these tech giants in court for their reckless and dangerous designs, our detectives and prosecutors remain hyper-vigilant on the ground, arresting and convicting the predators who leverage these platforms.”

The criminal case against Tiffany was investigated by Bucks County Detective Eric Landamia, who serves as an affiliate member of the Pennsylvania Internet Crimes Against Children (ICAC) Task Force and a Task Force Officer with the FBI’s Violent Crimes Against Children division. Deputy District Attorney David O’Beirne is assigned to the case.

Assisting with the execution of the search warrant were the Plumstead Township Police Department, the Central Bucks Regional Police Department, and the Horsham Township Police Department.
