DOYLESTOWN, PA — Four new board members have joined the Bucks County Opportunity Council’s (BCOC) Board of Directors.

causes and conditions of poverty in the community, to achieve anticipated outcomes and to
remain administratively and fiscally sound.

Sam Feldbaum, of the Philadelphia area, is a principal financial advisor at Rockwood Wealth
Management. In his position on the board, Sam will be representing the private sector. Sam said he is looking forward to making an impact with Bucks County’s most vulnerable.

Dave Freeman, of Quakertown, is the President/CEO of QNB Bank. In Dave’s position on the
board, he will be representing Congressman Brian Fitzpatrick. Dave has been a long-time
supporter of BCOC and said he is excited to get more involved with the organization.

Randal Henderson, of Doylestown, is a manufacturer of furniture and woodworking. In his
position on the board, Randal will be representing the private sector. Randal is a second-
generation board member. His mother served on BCOC’s Board of Directors in the early 1990s.
Henderson said he is excited to be involved with BCOC’s process in providing long-term care for participants moving out of crisis.

Charles Quattrone, of Yardley, is a retired investment management professional and a member
of the Newtown Rotary. In his position on the board, Charles will be representing the private
sector. He is excited to be returning to BCOC’s Board to continue his efforts to help BCOC
advance its mission.

The 2024 BCOC Board of Directors officers are Chair, Kerry Shepherd of DVL Inc, Vice Chair,
Dr. Tobi Bruhn, of Foundations Community Partnership, Treasurer, Tim McCann, Esq. retired,
and Secretary, Deborah Downey, ES Graduate representing constituents.

“BCOC is proud to welcome Sam, Dave, Randal, and Charles to our Board of Directors. Each
one brings a unique perspective and individual strengths to help BCOC achieve our mission, and
I look forward to working with them,” said Erin Lukoss M.S., CEO/Executive Director.
