Head-On Crash, Indecent Assault: Central Bucks Regional Police Report
In other reports, police cited a man for exposing himself to passing cars and arrested a juvenile for throwing a brick at a house.
DOYLESTOWN BOROUGH, PA — The Central Bucks Regional Police Department reported the following incidents and arrests during October:
October 6
- DUI, RECKLESS ENDANGERMENT (State Street and Oakland Avenue, Doylestown Borough). Wylie Robin Kochanowicz, 24, of Kintnersville, was charged with DUI and reckless endangerment following a head-on traffic collision after driving the wrong way down a one-way street. Kochanowicz presented with an unsteady gait, slurred speech, and an odor of alcoholic beverages. Police said she failed field sobriety tests and was transported to Doylestown Hospital for a legal blood draw.
October 8

- SIMPLE ASSAULT, HARASSMENT, UNDERAGE DRINKING (700 E. Butler Avenue at Del Val University, New Britain Borough). Rachel Marie Morris, 19, of Cream Ridge, N.J., was charged with simple assault, harassment, and underage drinking following a physical altercation over lost keys on Sept. 29. Morris, being underage, was found to be under the influence of an alcoholic beverage.
October 10
- BURGLARY, CRIMINAL TRESPASS, STALKING, HARASSMENT, THEFT (Sandy Ridge Drive, Doylestown Borough). Jason S. Brown, 50, of Doylestown, was arrested following police response to a burglary. Brown (known to the homeowner) entered the home without the victim’s permission. Brown gained entry by breaking a latch on a rear sliding door, stole a record player he believed he owned, and wrote in the victim’s journal. Brown is accused of continuous harassment, including stalking, and was advised by police in May 2024 and September 2024 to cease all contact. Brown was arraigned, bail set at $150,000 (10 percent) with conditions, and he was remanded to Bucks County Prison.

- INDECENT ASSAULT, UNLAWFUL USE Of COMPUTER, INVASION OF PRIVACY AND HARASSMENT - (N. Main Street, Chalfont Borough). Nery Leonardo Vasquez-Pascual, 39, of Telford, turned himself in on an active arrest warrant. Vazquez, owner of Leonardo’s Pizza, assaulted the victim (known to Vasquez) when the victim re-entered the restaurant to retrieve their cell phone that was left at the establishment. Vasquez handed the victim the phone at which time he grabbed the victim’s backside and began to aggressively kiss the victim. It was later discovered that Vasquez, while in possession of the victim’s phone, sent text messages from the phone transferring naked pictures of the victim and their partner to his cell phone. Vasquez was arraigned, bail set at 10 percent of $20,000 with conditions, and released.
October 12
- RETAIL THEFT, RECEIVING STOLEN PROPERTY (456 N. Main Street at the Target store, Doylestown Borough). A 44-year-old man from Doylestown was charged with retail theft and receiving stolen property for stealing a bundle trading card pack worth $52.99. The man allegedly tried to purchase the item by scanning a trading card pack in the amount of $5.99 and did not scan the more expensive bundle pack.
- PUBLIC DRUNKENNESS, UNDERAGE DRINKING (Falcon Drive and Cardinal Road, Chalfont Borough). A 17-year-old male was cited with public drunkenness and underage drinking after police responded to a large crowd of juveniles congregating on the lawn of a residential property. The juvenile refused to disperse and was uncooperative with police.
October 14
- BURGLARY (N. Tamenend Avenue, New Britain Borough). A 13-year-old Doylestown boy was arrested on a burglary charge following an investigation of attempted forced entry into a residential home on Sept. 29. The juvenile kicked the front door of the occupied home several times at 5:30 a.m. and left the property. The front door jamb damage is estimated at $1,692. A juvenile allegation was filed.
October 17
- ARREST WARRANT ISSUED (Doylestown Borough) - An arrest warrant has been issued for Elaine Rose Grauel, 53, of Doylestown, for writing three bad checks totaling $10,500 for back rent.
October 18
- CRIMINAL MISCHIEF, CRIMINAL TRESPASS, DISORDERLY (Pawnee Road, New Britain Borough). A 13-year-old boy from Doylestown was charged following an investigation of someone throwing a brick at the front door of a residence on September 29. A juvenile allegation has been filed.
October 25
- SIMPLE ASSAULT, HARASSMENT (Evergreen Road, New Britain Borough). A 31-year-old Doylestown man was charged with simple assault and harassment following police response to a physical altercation where Hilker had punched another person in the face.
- INDECENT EXPOSURE (S. Main Street, Doylestown Borough). A 43-year-old man from Staten Island, N.Y., was charged with indecent exposure after exposing his private parts at passing cars on S. Main Street.
October 26
- DISORDERLY CONDUCT (S. Main Street, Doylestown Borough). A 67-year-old man from North Wales was cited for disorderly conduct after police found him lying on the sidewalk, intoxicated and yelling.
October 27
- DISORDERLY CONDUCT (W. State Street, Doylestown Borough). A 26-year-old man from Hatfield was cited for urinating in public.
October 29
- SIMPLE ASSAULT, HARASSMENT, DISORDERLY CONDUCT (80 West State Street at the Penn Tap Room, Doylestown Borough). A 67-year-old Doylestown woman was charged following a physical altercation at the establishment on Oct. 17. The woman was involved in a verbal altercation and grabbed the victim’s arm causing the victim to fall and hit their head. The victim was taken to Abington Hospital for medical attention.
- ORDINANCE VIOLATION AND TRAFFIC CITATIONS (S. Main Street, Doylestown Borough). A 34-year-old woman from Philadelphia was cited for possession of marijuana and traffic violations following a traffic stop for a suspended registration.
October 30
- THEFT BY UNLAWFUL TAKING, RECEIVING STOLEN PROPERTY (200 Town Center, New Britain Borough). A 23-year-old man from New Britain was charged after the Giant Food employee was accused of stealing cash from the register on several occasions totaling $507.
October 31
- ROBBERY, TERRORISTIC THREATS, RECEIVING STOLEN PROPERTY, POSSESSION OF WEAPON & OTHER OFFENSES (115 W. Court Street at Wells Fargo Bank, Doylestown Borough). Khalil William Butler, 30, of Sellersville, was charged following police response to a bank robbery. Butler stole $32,000 in U.S. currency from the financial institution and fled on a bicycle. A short time later he was taken into custody, arraigned, bail set at 10 percent of $1,000,000 and was remanded to Bucks County Prison.

- CRIMINAL MISCHIEF - E. State Street, Doylestown Borough. Unknown persons(s) broke four wooden business signs.
- THEFT – W. Court Street, Doylestown Borough. An unknown person(s) stole a delivered UPS package from a front porch.
October 11
- THEFT – W. State Street, Doylestown Borough. An unknown person(s) stole a motorized scooter parked outside of a business.
October 17
- THEFT – W. Oakland Avenue, Doylestown Borough. An unknown person(s) stole money from a tip jar.
October 22
- THEFT – W. Butler Avenue and Lenape Drive, New Britain Borough. An unknown person(s) stole numerous political signs.
October 27
- CRIMINAL MISCHIEF – 10 Doyle Street, Doylestown Borough. An unknown person(s) tagged public park items with racial slurs and graffiti.
October 29
- THEFT – 205 Butler Avenue (El Limon), Chalfont Borough. An unknown person ordered, consumed a meal and then left without paying.
