Bucks Man Charged With Possessing, Disseminating Child Porn

Warrington Police said between Nov. and Feb., a computer downloaded or attempted to download child sexual abuse material.

WARRINGTON TOWNSHIP, PA — A 57-year-old Perkasie Borough man faces felony charges for possessing and disseminating child pornography.

Warrington Township Police have charged Donald Leslie Foster of Perkasie with one count of sexual abuse of children (possession of child pornography), one count of sexual abuse of children (dissemination of child pornography), and one count of criminal use of a communication facility.

In November while conducting undercover operations into the sharing of child pornography online, Warrington police identified a computer that was displaying an IP address in Perkasie Borough.

According to police, several files containing child sexual abuse material were downloaded from the computer.

Following the downloads, police said a search warrant for all electronic devices was served at the residence where the IP address is registered. The owner of the devices was determined to be Foster.

Police said between November 2023 and February 2024, a computer utilizing the IP address downloaded or attempted to download child sexual abuse material on more than 80 occasions.

Foster was taken into custody on February 2 and was processed by police. He was arraigned before
Magisterial District Judge Stacy Wertman and was remanded to Bucks County Correction Facility on $100,000.00/10 percent secured bail.

In making the arrest, Warrington Township Police Department was assisted by Homeland Security Investigations, Perkasie Borough Police Department, New Britain Township Police Department, Hilltown Township Police Department, as well as the FBI's Regional Computer Forensics Laboratory.
