Plumstead Promotes 4 Officers To The Rank Of Sergeant
The newly-appointed sergeants will act as leaders, trainers and mentors within the department.

PLUMSTEAD TOWNSHIP, PA — The Plumstead Township Police Department has promoted four of its officers to the rank of sergeant. The promotions happened at the August meeting of the board of supervisors.
The newly appointed sergeants, who will act as leaders, trainers and mentors within the department, were sworn in by the Honorable Magisterial District Judge Gary Gambardella. State Representative Shelby Labs presented the new sergeants with a certificate of congratulations.
Jeff Moffett is a graduate of Central Bucks West High School and the Temple University Police Academy. He holds an associate’s degree from Eastern Gateway Community College and a Bachelor’s degree from Franklin University. He is currently working to obtain his Master’s degree from Franklin University in the spring of 2025.

Corporal Moffett began his career in law enforcement in 2012, working as a police officer with the
New Britain Borough Police Department. He then joined the Plumstead Township Police Department in 2013.
The new sergeant is a field training officer for the department and is also a crash investigator for the Bucks County District Attorneys’ Office. He has attended the Penn State Police Supervisory In-Service Training program and Police Executive Development Training program. He is an FBI LEEDA graduate, earning the Trilogy Award for completing all LEEDA training programs. Sgt. Moffett is slated to attend the Northwestern School of Police Staff and Command program in December.
Tim Dockery has been an officer with the Plumstead Township Police Department since April 2003. He is a graduate of Francis Marion University in Florence, South Carolina with a major in Sociology and a minor in Psychology. Tim graduated from the Temple University Police
Academy in October of 2002.
Tim is a department Use of Force Instructor and Firearms Instructor. He is a long-time operator and Team Leader for the Central Bucks Special Response Team, being called out to assist in many high-risk incidents throughout Central Bucks County. Tim was promoted to the position of Corporal in February of 2022, leading a squad of officers and is part of the department’s Command Staff. (Tim could not be at the swearing in ceremony and will be sworn in on August 20th).
Mark Snyder was sworn in with the Plumstead Township Police Department in October of 2003 after graduating from the Temple University Police Academy. He holds a Bachelor’s of Science degree from Trenton State College, majoring in industrial engineering with a concentration in
polymer science.
Mark is a department firearms Instructor, Less Lethal Projectile Instructor and certified de-escalation Instructor. Officer Snyder is an operator on the Central Bucks Special Response Team and has been activated to assist with many crisis situations throughout
Central Bucks County.
Thomas Rutecki is another long-tenured officer, serving the township since January of 2005. Prior to 2005, Tom was an officer with the Newark Delaware Police Department. He holds a Bachelor’s degree from Bloomsburg University, majoring in education and a Master’s degree from Wilmington University with a criminal justice major.
Tom has been an integral part of the Explorers program, teaching local youth about law enforcement and community service. Tom is also a child seat technician and had served as the department’s evidence custodian for many years. He recently received a commendation by Doylestown Township and a Police Star from the department for his efforts in saving the life of a suicidal female.
